Slow Train Comin'

Dylan's song and album title, written late 70s maybe, released in 1980. Part of the lyrics:

All that foreign oil controlling American soil,

And there's a slow, slow train comin' up around the bend.

I wonder if a slow train is anything like "a hard rain" that's gonna fall?
